Eligibility Error Logs - Alerting

Request: Add some type of alerting when an eligibility error log is not dropped into the specified SFTP folder. Any alerts should go to support@manifestmedex.org and then support can look further into the issue. Possible issues, no eligibility file was dropped or file did not run.

Reason for request: Would not require manual monitoring of this from any team.
